Would the page linking to that specific page get some sort of Google penalties for linking to it?

According to Matt Cutts, Google looks at things as a bigger picture so if you linked to a site that you thought was beneficial for your readers and then at a later date that site or page starts to become spammy then you won’t be penalized by Google.

But you will be given a seo penalty if you have a number of links that does point to spammy sites.
